Mr. John Wolf has over 35 years of experience in the development and construction industry. He has provided analysis and testimony on complex, domestic and international, construction-related projects involving standard of care, constructive and directed changed work, delay, termination, suspension, acceleration, disruption, and productivity issues. Mr. Wolf has experience evaluating more than 300 projects across 20 countries totaling over $110 Billion in both the private and federal sectors.
Mr. Wolf has held executive level positions with three Engineering News Record (ENR) Top 100 firms. The most recent is a global company which provides, engineering and design management, procurement management, construction and/or design-build services for environmental remediation, energy, industrial, munitions response and international development projects for various organizations throughout the world. In both his current and prior positions, Mr. Wolf has had oversight duties, as well as hands-on experience, to assure policy and procedures were in place for the development and maintenance of pro forma estimates, development budgets, construction budgets, prime and subcontract agreements, cost report systems, engineering and construction planning, CPM schedule development and quality control reporting. Mr. Wolf regularly conducts project assessments and advises as to dispute resolution efforts during the predevelopment, pre-construction, execution and post-construction phases of the project lifecycle — concept and initiation, engineering and construction planning, execution, performance and monitoring, commissioning and close-out and asset disposal.
His career, whether in the role of an executive or a forensic analyst, is marked with several large-scale and/or mega-projects located in the United States, South America, Europe, Eurasia and Southeast Asia. Example projects include, but are not limited to, the $400 Million Motiva Gasification Plant in Delaware City, DE; the $740 Million 530 MW Punta Del Tigre Combined Cycle Power Plant in San Jose, Uruguay; the $1 Billion Watson Island Development Project in Miami, FL; the $1.2 Billion Parkland Hospital Campus Program in Dallas, TX; the $1.6 Billion Northend Electrification Program (the Amtrak Acela system from New Haven, CT to Boston, MA); the $3.2 Billion ($2.5 Billion, plus $700 Million) Wedge 2-5 and Wedge 1
Phoenix Rebuild Projects of the Pentagon in Arlington, VA; the $5 Billion A-12 Avenger II Stealth Aircraft Program (predecessor and canceled program to the B2 & F-117 programs); and the now estimated $13 Billion SASOL Lake Charles Chemical Complex.
Mr. Wolf has participated in the preparation and presentation of complex construction claims both during project performance and post-construction periods within the industrial, commercial and government sectors. He has been recognized and accepted as an expert witness in alternative dispute resolution and court proceedings in both domestic and international forums.
