SANETTRIA “SAM” GLASPER PLEASANT serves as the acting Deputy General Counsel of the Legal Section of the Louisiana Department of Transportation and Development. Ms. Pleasant is the chief legal liaison for all contractual matters involving the Louisiana Department of Transportation and Development. The primary areas of Ms. Pleasant’s practice are Contracts, Requests for Proposals and Solicitations for Proposals, Procurements, Cooperative Endeavor Agreements (“CEAs”), Memoranda of Understanding (“MOUs”), Bid Protests, and Property Transactions involving property owned, controlled, or managed by the Louisiana Department of Transportation and Development. Ms. Pleasant is a member of the Louisiana State Bar Association, the Louisiana State Bar Foundation, and the Louisiana Supreme Court Historical Society. She received a B.A. in Philosophy, with minors in English and Latin, from Louisiana State University. In 1997, Ms. Pleasant received her J.D. degree from the Southern University Law Center where she served as Chairman of the Law-Related Education Committee of Phi Alpha Delta Law Fraternity and participated in the Southern University Law Center’s Clinical Education Program. As a participant in the Clinical Education Program, Ms. Pleasant was selected to serve as Judicial Extern to the Honorable Freddie Pitcher, Jr. (Ret.) of the Louisiana Court of Appeal, First Circuit. Ms. Pleasant has served as an Assistant Attorney General, an Assistant City Prosecutor, and an Assistant District Attorney, and she has extensive experience representing and advising public boards and bodies throughout the State of Louisiana.
